Headquartered in Washington, DevCo is one of the the largest providers of affordable housing in Washington State. Our history spans over 50 years of collective experience, rooted in the belief that real estate is a multi-generational commitment.
CEO and Managing Member
Jack is the founder of the DevCo group of companies and Managing Member of DevCo, LLC. As such, he is responsible for the overall direction of DevCo and its affiliates. Jack has been building multi-family properties since 1975. Jack’s greatest joy is seeing the DevCo team engage with each other and DevCo’s stakeholders to design, deliver and manage first class multi-family properties.
Jack enjoys time with his family, playing squash, playing piano and the outdoors. He and his wife Pam Hawes are supporters of the Wilderness Awareness School, Forterra and other environmentally focused non-profits.
Jack has a B.Sc. degree in Chemical Engineering from Queen’s University, Kingston, Ontario, an MBA from Harvard and a law degree from Harvard.
President, DevCo Development
David oversees all multifamily development for DevCo Residential Group and is dedicated to empowering his team to make a meaningful impact on tenants’ lives through high‑quality housing. As President of DevCo, LLC and DevCo Preservation, LLC, he helps turn this commitment into reality. Since joining DevCo in 2013, he has overseen development of more than 10,000 units.
David graduated from Washington State University with a Bachelor of Science in Finance and Real Estate and from Arizona State University with a Masters in Real Estate Development. He has also been a licensed real estate broker in the State of Washington.
David enjoys an active lifestyle and is frequently out adventuring. You can find him on the ski hill, backpacking in the mountains or out on the water.
President, Finance & Investments
As President of Finance & Investments, Michael Volz leads DevCo Residential Group’s capital markets, investment strategy, and financial operations. He oversees underwriting, deal structuring, and corporate financial planning while providing executive leadership to the CFO function and Asset Management.
Michael holds a Bachelor of Music from the University of Puget Sound and a Master of Science in Finance from Pacific Lutheran University.
Outside the office, Michael is an avid musician and enjoys spending time with his wife, their son, and their dogs.
President, Heartland Construction
Tom currently leads the construction and design for Heartland Construction. He began his career as a Project Manager in 1996, and since then has been involved in multiple capacities for all 9,000+ units DevCo Residential Group has developed and built. Tom has a BA in Business Administration, and a BS in Construction Management from the University of Washington.
President, Devco US Construction
As President of Construction at DevCo US Construction LLC, Sam leads a dedicated team of professionals to ensure that every nationwide multifamily project is completed on time, on budget, and with the highest standards of quality and safety.
Prior to joining DevCo, Sam worked for 25+ years in the hospitality industry where he oversaw the strategic growth of construction, renovation and rehabilitation of hotels and resort facilities globally. Sam is a proud Army veteran.
President, HNN Communities
Wes leads the operational performance and organizational development of the company’s affordable housing portfolio. He brings more than 30 years of multifamily property management experience. Wes is passionate about community service and volunteerism, having served on the founding boards of multiple nonprofits.
Chief Financial Officer
Ajoy Chandra leads DevCo’s key financial functions, including Accounting, Financial Reporting, Treasury, and Financial Planning & Analysis. He holds an MBA from Columbia Business School as well as a Master of International Affairs from Columbia University.
Prior to joining DevCo, Ajoy served as Vice President of Treasury of Gemini Rosemont Commercial Real Estate, managing a portfolio of 17 million square feet.
Chief Accounting Officer
Sue is a results-driven senior level finance executive with over 25 years of progressive experience. She is passionate about building high performing teams and streamlining business operations.
Sue received a Bachelor of Arts in Business with an emphasis in Accounting from the University of Puget Sound and enjoys spending time with her Chocolate Labrador Retrievers.
